This PR introduces a common stale bot to be used across all repos.

Issues will be labeled with the stale label if they meet the following criteria

  • If it contains the type-bug
  • If it does not contain needs-inormation or needs-reproduction or needs-triage
  • If there has been no activity(comments/labeling) in 90 days

Issues will be closed with the stale label if they meet the following criteria

  • If there has been no activity(comments/labeling) in 90 days

PRs will be labeled with the stale label if they meet the following criteria

  • If it does not contain external-contributor
  • If there has been no activity(comments/labeling) in 90 days

PRs will be closed with the stale label if they meet the following criteria

  • If there has been no activity(comments/labeling) in 7 days
